Prioritization rules
- Ship one narrow win before platform bets.
- High risk + unclear data → spike only, not production.
- Every row needs a kill criterion so sunk cost does not drag on.
- Revisit quarterly; retire rows that no longer match strategy.
Governance hooks
- Link each initiative to security review ticket IDs
- Note whether output is customer-facing or internal-only
- Document which model/vendor contract applies
